Consortium Requests $74 Million in Federal Funds for Neighborhood Stabilization

On July 17th the Cuyahoga-Cleveland Consortium, consisting of the CCLRC, Cuyahoga County, City of Cleveland, and the Cuyahoga County Metropolitan Housing Authority, submitted a $74 million grant application to the U.S. Department of Housing and Urban Development (HUD) under the Neighborhood Stabilization Program (NSP 2) competitive application process. Consortium members picked the CCLRC to be the lead organization in this important regional effort.

NSP 2 competitive requirements dictated that funds be targeted to areas where need was great, but where the applicant could show that the strategic use of NSP 2 and other funding would in fact reverse current trends and restore healthy markets. Twenty target areas were selected. Fifteen are in the City of Cleveland and build off of successful programs developed over the last few years. Five target areas in the inner ring suburbs were selected by soliciting nominations from the inner ring suburbs and analyzing the nominations using HUD's targeting criteria.

The Consortium's proposal requests funding for the following major activities: $25 million for the acquisition, rehabilitation, and sale of 415 housing units; $11 million for the demolition of 1,100 units, and $19 million for the acquisition, rehabilitation, and lease of 252 affordable rental units.

By this fall, HUD will have gone through a threshold review of all proposals and announced which applicants successfully met threshold requirements. HUD will then work with successful applicants and finalize contracts by December in order to have funding available in early 2010.
