Frangos Testifies Before Ohio House in Favor of H.B. 313

In November and December, 2009, the President of the Cuyahoga County Land Reutilization Corporation (CCLRC) was called to testify in the Ohio General Assembly concerning House Bill 313, which seeks to to expand the ability of other counties to create and operate land banks. CCLRC President Gus Frangos testified in favor of House Bill 313 and explained many of the intricacies and details of the original legislation authorizing land banks.

Bill Sponsor Peter Ujvagi asserted that the bill was essential to other counties that are seeking ways to counter the ill effects of the foreclosure crisis. The original legislation, known as Senate Bill 353 (127th General Assembly) establishes the underlying authority for county land banks having expanded and entrepreneurial capabilities to hold, renovate and reclaim vacant and abandoned land. "The beauty of Senate Bill 353 is that all counties can benefit from it. The bill is sufficiently flexible that counties can tailor the new capabilities in ways that are unique to their needs," said Frangos.
