Strategic Land Assembly
Land assembly involves joining contiguous lots to make a larger parcel of developable land. In urban areas, one of the major challenges to development is that parcels often tend to be too small to build anything more than one house. Putting land together, a single piece at a time, can be very expensive for the private market (e.g., developers). This is especially true if there are potential environmental or title issues. As a consequence, new developments tend to be built on the fringe of developed areas where larger tracts of undeveloped land are available, therefore ignoring vacant urban parcels. Within the framework of local jurisdictions' priorities, the CCLRC intends to work to identify those parcels that would otherwise lie undeveloped and unproductive in urban areas; the CCLRC will seek to acquire and maintain these properties until a time at which strategic redevelopment can occur.
